    At the outbreak of the Civil War Charles Stewart, the hero of the battle between the Constitution. Cyanne and Levant in the War of 1812, was the most senior officer in the Navy. He was too far advanced in age to participate actively in the war but not officially retired. It was decided to make him the first officer to be promoted to the rank of admiral, actually rear admiral, in order to get him to retire and make room for David Farragut to be promoted so that he could serve as our first active rear admiral.
